Human Review and Remedy in Digital Systems
A serious digital decision requires more than a generated result. The citizen must be able to understand, challenge and correct the record through an accountable human path.
Minimum remedy architecture
- notice of the decision and its practical effect;
- access to the relevant record or reason;
- correction where the record is wrong;
- human review by an identified authority;
- preservation of evidence for appeal or audit.
Why Article 12 matters
Human review is not a customer-service preference when public power is involved. It is the route through which responsibility becomes visible and remedy becomes possible.
